More training to improve energy efficiency!

The Capable Project was supported entirely by Erasmus +, the European Union Program in the fields of Education, Training, Youth and Sport.

The focus of the project, which lasted three years, was to strengthen the capabilities of the Public Administration in facing the challenge posed by the renovation of the public building heritage in the name of sustainability: environmental and economic.

In Italy, the lead country of the project, Capable was conducted by Formedil, the only training and safety body in the construction sector, and by Amici della Terra, the historic Italian Environmental Association, which for years has had energy efficiency as one of its cornerstones.

Capable addressed a fundamental point of the energy transition: the training of technical and administrative managers who in the PA are involved in the administration and improvement of public buildings.

We interacted with hundreds of administrators, technicians and professionals in Italy, Poland, Slovenia and Greece, and everywhere we noticed how training in this sector is lacking, especially at the most peripheral levels.

The reason is well known, and common throughout Europe: the staff is small, they have to deal with a thousand activities, and there is often no material time to carve out even a short period of training.

It's a snake biting its own tail: less trained personnel do not have the opportunity to follow a continuously evolving sector, legislative, technical, administrative, and therefore do not contribute as much as they could to the challenge of the energy transition in public buildings.

The political recommendation, which you will find in the pages of the attached document, is therefore above all to offer this training possibility, and to organize it in the best possible way using every possible synergy.

Ci avviamo alle conclusioni!

Ora stiamo inviando le raccomandazioni agli enti locali e centrali: ci vuole più formazione sull'efficienza energetica.

Il Progetto Capable è stato sostenuto interamente da Erasmus + , il Programma dell’Unione europea nei settori dell’Istruzione, della Formazione, della Gioventù e dello Sport.

Il focus del progetto, durato tre anni, è stato il rafforzamento delle capacità della Pubblica Amministrazione nell’affrontare la sfida posta dal rinnovamento del patrimonio edilizio pubblico nel segno della sostenibilità: ambientale ed economica.

In Italia, paese capofila del progetto, Capable è stato condotto da Formedil, ente unico formazione e sicurezza nel settore delle costruzioni, e da Amici della Terra, storica Associazione Ambientalista italiana, che da anni ha nell’efficienza energetica uno dei suoi punti fermi.

Capable ha affrontato uno snodo fondamentale della transizione energetica: la formazione dei quadri, tecnici e amministrativi, che nella PA sono coinvolti nell’amministrazione e nel miglioramento degli edifici pubblici.

Abbiamo interagito con centinaia di amministratori, tecnici, addetti ai lavori, in Italia, Polonia, Slovenia e Grecia, e ovunque abbiamo constatato come la formazione in questo settore sia carente, specie ai livelli più periferici.

Il motivo è noto, e comune a tutta Europa: il personale è ridotto, deve occuparsi di mille attività, e spesso non c’è il tempo materiale per ritagliare un periodo, anche breve, di formazione.

E’ un serpente che si morde la coda: personale meno formato non ha la possibilità di seguire un settore in continua evoluzione, legislativa, tecnica, amministrativa, e quindi non contribuisce come potrebbe alla sfida della transizione energetica nell’edilizia pubblica.

La raccomandazione politica, che troverete nelle pagine del documento allegato, è quindi soprattutto di offrire questa possibilità di formazione, e di organizzarla al meglio servendosi di ogni possibile sinergia.
